The thermal power plants' units of PJSC "Centrenergo" have been commissioned in 60 - 80-ies and they have reached the economic service life set by the manufacturers and have come nearer to the limiting operating time that resulted in high scope of the repairing works.
The technical and economic policy of PJSC "Centrenergo" aims at service life extension of the power units for 15 - 20 years. Within extensive reconstruction it is planned to increase the installed capacity of the power units by 8-10 %, to increase their design efficiency by 2-3 % and to achieve the emissions in compliance with normative values while making optimum capital investments.
Within the framework of the Thermal Power Plants Reconstruction Plan for the period till 2020 PJSC "Centrenergo" has developed the Feasibility study for the reconstruction of the power unit № 2 at Trypilska TPP which has successfully passed the comprehensive state expert appraisal and has been approved by the Governmental decision. In 2010 the project became a part of the State Program of Social and Economic Development of Ukraine.
The project provides for replacement of the turbine and the generator with modern 325 MW series equipment to be manufactured by domestic power mechanical engineering factories "Turboatom" and "Electrovazhmash". The rehabilitation of the boiler within the existing power unit bay according to the project of Kharkiv Central Design Bureau "Energoprogress" will provide the quality combustion of low reactivity anthracite without natural gas backlighting. The replacement of the electric precipitators with new ones will considerably improve ecological situation in the capital area. According to the conclusion of the state expert appraisal the cost of the rehabilitation project of the power unit № 2 at Trypilska TPP makes 1.138 million UAH.
The implementation of the project is planned for 2012 - 2013. In 2011 the project cost estimate documentation was prepared and the main equipment manufacturing started. The sources of the project funding are the Company's own circulating assets - net profit, as well as the loan funds - long-term credits issued by the domestic commercial banks.
In 2010 the National Electricity Regulation Commission (NERC) of Ukraine by its regulation № 1297 dated 07.07.2011 has approved the investment surcharge to the electricity tariff of PJSC "Centrenergo" for repayment of 80 % of the liabilities involved for financing the reconstruction of the first start-upstage of the power unit № 2 at Trypilska TPP that will ensure the return of the funds raised for the project funding.
In 2013 - 2014 it is planned to implement the reconstruction of the power unit № 1 at Zmiivska TPP which has reached over 300 thousand operating hours during 50 years of service life. The environmental program for "Centrenergo" thermal power plants aims for achievement of TPP emissions limit values approved by the Ministry of Environmental Protection. The replacement of the gas treatment equipment on the Company's power plants is planned during the period between 2012 and 2016.
Thus, the Company plans to invest significant funds into its development. The strategic directions of the generating capacities development elaborated by the Company in the near term provide such stages:
- implementation of the extensive major overhauls of the power units with modernization of the main equipment with purpose of maximum recovery of their reliability and efficiency and assurance of their serviceability during 5 - 10 years;
- implementation of assembly-by-assembly type of rehabilitation for power units achieved the limiting operating time with purpose of significant improvement of the technical and economic parameters and extension of service life by 15 - 20 years.
